Always right-click on the .001 file (not the .007 file). Run Extraction:
Right-click .001 → 7-Zip → Extract Here (or Extract to "SignalComplete/" ).
You need an archive manager that supports multi-part 7z files. 7-Zip (Recommended for Windows) — Download from 7-zip.org SignalComplete.7z.007
This usually means part .008 (or higher) is missing, or one of the files was corrupted during download.

Make sure you are right-clicking the .001 file. If you try to open .007 directly, most software will fail because it doesn't see the "header" information located in the first part. 7-Zip (Recommended for Windows) — Download from 7-zip
Double-click the .001 file. The Unarchiver or Keka will automatically detect the other parts and stitch them together.
